City of Chelmsford Mencap provides lifelong learning, social opportunities and specialist support for people affected by learning disability in mid-Essex. Services include The Outreach Academy, a lifelong learning service helping people develop life, work and social skills, and the Advocacy & Community Support service, which provides guidance for a range of issues including (but not limited to) housing, benefits, social care assessments and reviews, and community access.

The Outreach Academy : This delivers structured learning, with a broad curriculum including: Cooking, Creative and expressive arts, Dance, Employability, Enterprise, Functional skills, Horticulture, Independent living skills, Music and Yoga.
Social enterprises and community volunteering projects, promoting the talents of service users and their ability to make meaningful contributions to their local community.
Working Out, a work placement initiative.
An Advocacy and Community Support Service, helping service users maximise their independence and resilience.
